I don't think that's the forearms. it's the super-articulated wrist. the arm is positioned to be twisted in ward like many ms design-arts. if you go to gundam wikia and look at gm sniperII colored portrait, you'll know what I mean. also, the indentation on the upper inner arm suggests it is probably there to dodge the shoulder armor.
I find this design fun and somewhat new. The face resemble the Age-2 more than Age-1 But on Earth is wrong with the arm??? I mean, this guy is a Goddamn Close-range with Big-ass Sword MS, and yet, the arm's proportion are just....off
Ah, now I see one more thing, this guy's arms probably have a hidden moving joint inside his shoulder armor. So there are 2 joints on each arm, 1 at the wrist, and 1 at the shoulder, each would serve a 90 degree bent. But it still looks off
Another Thing I noticed is the body and face.. took reference from Raphael Gundam. color scheme collar and beard. they are not identical but somewhat similar or at least reminds mo of it.
Then why since it's "legendary" which means the gundam came from medieval age where any war mostly using sword? Aanywaay, i miss "legendary" yellow horn in every gundam's head..
It seems that all off the parts except the arm being mix and match from the existing gundam units AGE 2 modified head along with AGE FX back fin, AGE 1 legs, AGE 3 Orbital skirt armor, and G-Bouncer Torso.
If one to scratch build the arms and blade, this unit can be created from the previously released HG units or so it seems...
It looks interesting yes, but no where near as advanced as it should look. If this thing was created from the same data that created Cid then why does it look so old school, and less advanced that the age 1? Shouldent it look more advanced since it was created with more advanced technology?

The arms are acutally just a bit shorter than an average mobile suit. the only really different part is the length of the forearm which is usually a bit longer than this.
I'm okay with this thing from the waist down, but the upper body, head and arms aren't doing it for me. Elbows are in an awkward place and aren't double-jointed (hinders movement), arms are too short, head looks goofy, chest is so-so. The leg segmentation would have been great on the original AGE-1 (except none of that awful black striping). The way the yellow bits interlock with the grey wraparounds is stylistically neat and it would have done much to break up the monotony of the AGE-1's legs (this is why I like Seven Sword knees on a standard 00 Gundam).
since 00, gundam is drifting away from its "Gundam" trademark look, more and more gundams have no horizontal air vents on its face mask, it becomes a very generic robot, it ain't doing it for me, how much more are they going to alter the image of gundams? i disliked AGE, and if this is how future gundams will be, they might as well change the title and nobody will notice the difference, and i won't be watching future gundams anymore..("_)
Personally, I welcome anyone who can design Gundams that look radically different and still be recognizable. It's not like Ebikawa's designs are a complete departure, nor are they the first ones to go off into another direction (Turn A anyone? Astrays? Not even the Zetas looked traditional.)

DeleteZeta and Turn A didn't have mouth vents and neither did quite a few of the Seed Gundams last I remember. This is hardly new to 00 or Age.
