It's from the Novel of Victory Gundam. The Second Victory Gundam is what the V2 was hewn from. It was used in the novels because Tomino didn't want the V2 in it. Finally, someone did a custom of it which probably wasn't that hard considering the 2nd is just a slightly tweaked version of the Victory and not really a huge upgrade.
