No, it's Destiny given the mythological Directional animals of Oriental lore.
Suzaku is the Japanese way of saying "Phoenix", which represented South. The designer seems to have made the "Blue Dragon" Seiryuu, which represents West, as well here:
So now we just need the Tortoise of the North and the White Tiger of the East. Though judging by this, the maker will also make the Qilin (Kirin), which was the center and ruler of the four cardinal animals.

even cooler, thanks for this info, and the Destiny Suzaku custom is great, he should be Destiny´s upgrade, if we ever get a SEED Destiny sequel
